State Rule Making and Regulatory Bodies

Legislation and rule making on the state, while affecting everything down to the individual small holder, is also influenced by federal and international laws, trade agreements, treaties, etc. Quite often these are influenced more my big money lobbyists working for national environmental groups, large corporations, and trade/industry organizations, who have no interest in protecting the small holder's interests, if they are even aware of them.

An excellent example of this is the National Animal ID System or NAIS, which is currently being implemented all over the USA at the state level. The NAIS is the result of international trade agreements entered into by the United States Government to enhance the import and export of animals and animal products. the NAIS is currently being implemented in different ways across the US on a state by state basis. In the case of the state of Texas, changes have been made to the state administrative code have been made to include individuals owning animals traditionally not considered livestock in the NAIS jurisdiction and in Massachusetts the Premises ID application includes dogs, cats, and a space for listing 'other' animals, which would lead one to believe that if one owned any animal traditionally classified as a livestock animal, that the individual would be required to list all animals of all types that reside on the registered property. These and other reasons make it of the utmost importance that the small holder monitor the activity of legislative and rule making bodies on the state level as well as the national level.
