Today we're asking your opinion on the National Animal ID System (NAIS) which covers livestock animals and those premises where livestock animals are held, produced or managed. The NAIS is currently voluntary in most states in the USA except Wisconsin - mandatory premises registration, and Indiana - mandatory premises registration for certain species of livestock. The NAIS consists of 3 facets - Premises Registration, Animal Identification with a federally approved device or mark, and Animal Movement Reporting. While technically voluntary in all states except Wisconsin and Indiana, USDA has stated that for the NAIS to be effective they need 100% of premises registered, 100% of 'new' animals with ID, and 60% of animal(s) less than 1 year of age to have complete movement reporting. USDA has stated that if these participation benchmarks aren't met by January 2009, participation may become mandatory. The NAIS applies to both producers and non-producers, business and private owners who hold animals for their own personal use.
