Is it only for commercial farms?

In a word - NO.

This system will effect all owners of agricultural animals, large and small. It won't make a bit of difference whether you own one or many.

Short and sweet, but that's it. It makes no difference whether you live in the city, the suburbs, or on rural property. It makes no difference whether you have an animal for a pet, animals for your own personal use as in someone who has a few chickens so they can have some fresh eggs, or if you are a large farm raising cattle, poultry or animals for any other agricultural purpose.

the advantage that large farms and ranches will have is that they will not have to register/report individual animals, only the herd or group. Their vets will not have to report on each individual animal either, only on the group.
